Macri puso a Vaca Muerta en manos de un exgerente de Techint
El Gobierno designó al ingeniero Carlos Alberto María Casares como Subsecretario de Hidrocarburos y Combustibles de la Secretaría de Energía, a través de un decreto publicado hoy en el Boletín Oficial.
“Desígnase, a partir del 16 de enero de 2019, en el cargo de Subsecretario de Hidrocarburos y Combustibles de la Secretaría de Recursos no Renovables y Mercado de los Combustibles dependiente de la Secretaría de Gobierno de Energía del Ministerio de Hacienda, al Ingeniero Carlos Alberto María Casares”, manifiesta el texto oficial.
La designación está vigente desde el 16 de enero último y el decreto lleva las firmas del presidente Mauricio Macri y del ministro de Hacienda, Nicolás Dujovne. El nombramiento se da en medio del conflicto por el anuncio de recortes en los subsidios que se pagan para promocionar la actividad en Vaca Muerta.
Cabe destacar que Casares se desempeñaba como uno de los vocales del Ente Nacional regulador del Gas (Enargas). El ingeniero, además trabajó durante más de 16 años como CEO de Tecpetrol, la petrolera del grupo Techint donde se encargaba de la venta de gas natural. Ahora ocupará un cargo en la ámbito de Nicolás Dujovne, en la Secretaría que dirige Gustavo Lopetegui.
En las últimas horas, el Gobierno, por medio de la secretaría de Energía —bajo la órbita de Gustavo Lopetegui—, comunicó a las petroleras que producen gas en el yacimiento hidrocarburífero que acotarán los subsidios y que no habrá proyectos adicionales a los ya aprobados.
Esto implica que, a partir de ahora, solo se pagarán los subsidios según los datos previos de producción que las compañías estimaron en 2017 y no con los niveles actuales de extracción. En el sector advierten que la decisión podría dar origen a futuros juicios contra el Estado.
La oficialización del nombramiento de Casares llega pocas horas después de que Tecpetrol anunciara que podría revisar su plan de inversiones e iniciar acciones legales, tras la decisión del Gobierno de recortar los subsidios a la producción de gas en el yacimiento Vaca Muerta.
La petrolera envió ayer un comunicado a la Comisión Nacional de Valores (CNV) en la que reclama una deuda al gobierno de $5655 millones.
